The commitment of the city of Largo, Florida to selectively not pursue justice for Waddles is loud and clear.
Waddles the pig sustained 3rd degree burns without shade or medical care at the SPCA Tampa Bay under the blistering sun in July of 2025. A decision was made to not prosecute for this crime of animal cruelty.
In addition, there was reportedly a second investigation of “scheme to defraud” with regards to accountability of the SPCATB handling of donor money. That investigation vanished.

Gentlemen of Largo City Administration and Largo Police Department,
The animal cruelty case regarding Waddles the pig and willful decision to not prosecute has gone nationwide.
The disappearance of the SPCA Tampa Bay scheme to defraud (Case #25011238) has also gained national attention.
It has been well documented that the SPCATB has been using donor money for purposes other than serving the animals of Pinellas County.
Buying favor with the Clearwater Bar Association with a $2,500 bronze sponsorship is certainly a good use of donor dollars, wouldn’t you say? What a coincidence just prior to the May 13th pretrial hearing.
What happened to the $750,000 of tax payer money presented by State Representative Linda Chaney to the SPCATB for shelter renovations?
From the posted 990’s: Salaries for 2023 were over $5MM. As a comparison, 2022 salaries were $4.2MM and in 2021 salaries were $3.3MM.
Translation: The 2023 salaries increase over 2022 was 19%. The 2022 salaries increase over 2021 was 27%. And the salaries increase over the 3 years period was a whopping 51%.
2023: Total revenue is recorded as $7.5MM. Revenue less expenses –$2.2MM
Where has the $30.7MM in donations total from 2018-2023 gone?
It is proven that the SPCATB has been posting false animal statistics for more than a decade.
Is this why the scheme to defraud investigation vanished?
Why is the SPCA Tampa Bay and its administrators being protected from criminal wronging by your authority in the case of Waddles?
Why the insistence to drag the City of Largo into a moral dark hole?
To what benefit is there to the city, your constituents and your professional reputations?
